There is a growing recognition in the public sector that the ability to manage continuous and unpredictable change is central to meeting constituent demands and fulfilling the mission of the organization. These challenges include rapidly evolving public priorities, unforeseen reductions or reallocations of funding, and the transformation of demographics and mission requirements due to new civilian and defense initiatives and economic cycles. Further, mandates are often issued with the expectation that agency technology professionals will successfully implement them with little or no guidance – often resulting in underperformance or spectacular, costly failures.

Strategic Enterprise ArchitectureAs is true for any organization, making good things happen with technology in government is primarily a management challenge, not a technological one. Technology investment must flow from a clearly articulated strategy, and technology must be deployed by and into organizational structures that are designed to make holistic decisions about it and to take full advantage of it. This is the heavy lifting – Department and Agency executives must have access to accurate information and must establish effective governance and collaboration processes to assure effective decision-making.

Agencies that can rapidly and continuously manage through this challenging environment are positioned to ride the wave of change and deliver high quality services to their constituents with optimal efficiency.

The ability to do this greatly depends on three major Agency capabilities:

BTM’s Convergence Solution Programs directly address these opportunity areas and are based on over 10 years of research. They have been tested, proven and refined by application within major global enterprises and government agencies.

BTM Solution Programs for Government are anchored by the BTM Management Framework and Software Applications, and delivered by BTM specialists and our network of On-Demand BTM Experts, as well as carefully chosen and trained Business Partners when special areas of our extended enterprise are appropriate.

BTM Solutions Programs are offered in a range of pricing options based on the level of BTM participation:

  • BTM fixed fees tied to specified value delivered in an identified time frame. BTM’s program management role must be substantial enough to support the ability to drive these outcomes.

  • Deliverables-based pricing with specified outputs in an identified time frame. BTM can be the program manager or play a defined role in an agreed upon program governance model.

  • Subscription-based pricing for BTM Jump Start Services, the BTM Management Framework and Software Applications, and management mentoring.

BTM’s role is to enable, support and review the Customer’s development of the Solution deliverables with the Customer retaining the responsibility for their creation.
